The third sector reform, implemented in Italy in recent months, brings into question the taxation model of charities. The question that often arises is whether it is necessary to evaluate entities based on their activities or their purposes. This session will give a quick comparison between the tax models adopted by different European countries, highlighting their attention to the activities carried out or the purposes pursued. Will the new Italian model be in line with the European trend?

INTEGRATED? NOTES AND SCENARIOS FROM THE ITALIAN THIRD SECTOR REFORM

The voluntary sector and the social economy are every day becoming more important in European social, economic and political systems. Specialisation and differentiation of these domains seem to be hardly compatible with the need for more integration between them. However, a 2016 bill in Italy attempted to integrate, in one reform, measures for the voluntary sector and the social economy. This session analyses the actions outlined by the Italian third sector reform and sketches some scenarios from this experience.

Italy, the country with the largest number of UNESCO sites, has seen a progressive reduction in total spending on culture, forcing cultural institutions to rethink their sustainability in terms of ‘development’ and not just of ‘subsistence’. Not-for-profit organisations may consider themselves uniquely ethical or value driven. But what does this actually mean when corporate mission statements speak of community, saving the planet, or even love? When thousands campaign by pressing ‘send’ and activists, without organisational structures, summon up crowds of protesters overnight? Karen Morton will run a participatory workshop creatively exploring what differentiates our consultancies, and the sectors we work in. Loosely using the neuro-linguistic programming approach to ‘logical levels’, participants will consider the connections between values, beliefs and identity, within a changing context, and what this means for us and our work.

Changes in the world of work and technology present increasingly complex and systemic challenges to our not-for-profit clients, and to us as their consultants. A greater divide between labour market winners and losers, exploitation and social disruption, could be some of the alarming consequences of these changes if not prepared for and addressed early. We need to be ready. This interactive workshop builds on the excellent work done by delegates at the Spring Workshop in London guided by John Tierney. In Rome, we will review the landscape and context of our work now and in the future. We will help articulate what consultants bring to the sector, and in working groups will develop specific actions to be proposed to EUConsult members.
